app01ntment of a new Ordinary Bishop Quinn observed that there is no fast "rule" in the Church whereby a bishop must be a member of the diocese to which he 1s app01nted or of another diocese. He said the important tlung considered by the Vatican for the appointment ol a re idential bishop 1s one·s qualifications to meet the demands and needs of a diocese and its people m a particular geographical area. Diocesan Problems Every diocese has its own peculiar problems, he said. and those in San Diego stem from iti; widespread area of about J6,000 square miles in the four counhes. These counties have about 400,000 widely scattered Catholics out of a rapidly growing population which now stands at more than 2.6 million. He said that one of the major areas of concern for any bishop of this diocese Wjlllld be the spiritual and material welfare ol the many Mexican- Americans m the area. Asked whether he would "like" to become Bishop of San Diego, he replied that he would "cross that bridge when I come to il" He was quick to add, however, that he was happy serving as an Auxiliary under Archbishop r'urey and would remain the same under the new bishop, if that is what he is called to do by the Church . 1'0 Substantial Change Referring again to the powers and scope of a diocesan ad- ministrator, Bishop Quinn said that what an administrator may not do is to change substantially the nature and character of the diocese. He said an administrator may not create new parishes or suppress existing ones, name new pastors or ordain new priests. In unusual cases, he explained, an administrator may do some of these things with special permission from the Vatican.
